Are we ready for an AI economic transformation?
Artificial intelligence is poised to be one of the most significant economic disruptors in modern history — potentially on par with the Industrial Revolution or the rise of the internet. Like those transformations, it will reshape how wealth is created, how work is organized, and who benefits.
The question is: are we ready for this transition?
At present, the answer is no. Governments do not have a plan in the likely event that AI leads to large-scale labor displacement — let alone policies to address the broader shifts that may follow as AI becomes embedded across the economy. While much attention has been paid to AI’s capabilities and risks, far less effort has been devoted to developing concrete policy responses to this transformation.
That’s why we are launching the Windfall Policy Atlas: a structured collection of policy proposals designed to support a more serious and coordinated conversation about how to respond to AI-driven economic change. The Atlas spans policies responding to a wide range of issues — from near-term shocks and job displacement, to the potential long-term structural disempowerment of human labor.
Windfall’s core mission is to ensure the economic benefits of transformative AI are broadly shared — not captured by a small number of actors. This involves increasing awareness of the scale of potential economic disruption, while also helping to develop and surface practical policy responses through research, tools, and collaboration. Consequently, we’re interested in raising the profile of excellent policy ideas to increase societal awareness and preparedness in the case that transformative economic scenarios occur.
Governments will need a concrete game plan. They will have to answer tough questions: How can the economic gains from AI be more broadly distributed? How should education systems evolve in response to an AI-driven economy? What changes are needed to labor market policies and social safety nets? Many of our economic systems will need to be re-examined in light of the scale and speed of AI-driven change.
At present, most governments are only beginning to engage with these challenges. Relatively few policymakers are seriously grappling with the economic implications of AI, and even fewer are developing specific policy responses. There is currently no clear playbook for responding to large-scale economic disruption should it occur in the coming years.
We hope the Atlas can serve as a starting point for policymakers and others seeking to develop such a playbook. In the coming months, we plan to release additional tools and frameworks to help governments identify risks, assess scenarios, and design effective policy responses.
Meeting the challenges of AI will require collaboration across sectors. A key part of Windfall’s mission will be to elevate promising research and policy proposals from across this emerging field and help build a more coherent body of work.
Finally, we aim to work closely with national nonprofits and policymakers to support the development of country-specific economic preparedness plans.
